Hadith about the reward of reading surah Ikhlas being equalent to 1/3 of the Quran is actually about its significance in terms of the subject it covers. Quran basically covers three subjects which are:

Tauheed (monotheism)

Risalat (Prophethood)

Akhrat (hereafter)

In this regard, surah ikhlas covers tauheed subject which is 1/3 of the Quranic subject, so it does not imply to the reward of reading 1/3 of Quran rather reading the 1/3
